The multimeter you are looking at is showing 230 V. Means the domestic supply voltage is 230 V AC.

Now let us check the earth condition of the house.
We put one probe in a lower socket and the other probe in the upper socket. Its value is zero means that a socket neutral is N and upper mean is E.
Now connect the other lower socket and upper socket, it shows 15V that means Earthing E is weak.
Because live L to earth E voltage should be equal to live L to neutral N. LN=LE and NE= 0 to 5 volt.
To fix this power supply, you need to connect one end of a new wire to the upper socket and the other end of the wire to the earthing point made near the house.
